Recent conflicts—including the Russia-Ukraine war, the Nagorno-Karabakh conflict, and the expanding use of drones across the Middle East—have demonstrated that relatively inexpensive unmanned systems can reshape battlefield dynamics, challenge conventional military superiority and compel armed forces to rethink long-established operational doctrines.
For India, these developments carry particular strategic significance. Situated between two nuclear-armed neighbours and confronted with an increasingly technology-driven security environment, the Indian Armed Forces are rapidly integrating drones across the land, air and maritime domains.
Indigenous surveillance UAVs, loitering munitions, swarm-drone demonstrations and the growing participation of private industry all reflect a decisive shift in India’s approach to unmanned warfare.
Simultaneously, initiatives such as Make in India, Innovations for Defence Excellence (iDEX) and reforms designed to strengthen the domestic drone ecosystem indicate that India views unmanned systems not merely as tactical enablers but as a foundational pillar of future military capability.
The Real Question
While the country has made remarkable progress in expanding operational capabilities and nurturing a vibrant indigenous ecosystem, the world’s leading drone powers continue to enjoy significant advantages in autonomous technologies, advanced propulsion systems, high-end sensors, semiconductor manufacturing and large-scale combat experience.
Assessing India’s current position therefore requires moving beyond simple comparisons of drone inventories and examining the broader relationship between technology, doctrine, industrial capability and operational integration.
Only by understanding both India’s achievements and its remaining challenges can one meaningfully assess its preparedness for the next generation of military competition.
The Global Evolution of Drone Warfare
Over the past decade, drone warfare has evolved from a supporting capability into one of the defining features of modern military operations.
The United States demonstrated the strategic value of remotely piloted systems through long-endurance surveillance and precision-strike missions. Israel established itself as a global leader by integrating drones into intelligence, border security and multi-domain military operations.
Türkiye’s combat-proven UAVs demonstrated how an indigenous drone ecosystem could deliver affordable yet highly effective military capability, while China has combined large-scale manufacturing with rapid technological advancement to become one of the world’s leading producers and exporters of unmanned systems.
Recent conflicts have accelerated this transformation still further. The war in Ukraine has highlighted the growing importance of real-time battlefield intelligence, loitering munitions, first-person-view (FPV) attack drones and electronic warfare.
India has moved beyond being a consumer of drones to becoming an emerging drone power
Rather than replacing conventional military platforms, unmanned systems have increasingly emerged as force multipliers, operating alongside artillery, armoured formations, missile systems and network-centric command structures.
Consequently, international competition is no longer centred simply on producing larger numbers of drones.
Increasingly, it revolves around integrating artificial intelligence, resilient communications, autonomous decision-support systems and counter-drone capabilities into a comprehensive warfighting ecosystem.
India’s Rapid Transformation
Over the past five years, India has made significant progress in integrating unmanned systems into its military modernisation efforts.
What was once a capability largely confined to surveillance platforms has steadily expanded into a much broader ecosystem encompassing tactical reconnaissance drones, loitering munitions, swarm technologies, logistics support and AI-enabled decision-making.
The Indian Army, Indian Navy and Indian Air Force are increasingly incorporating UAVs into their operational concepts, recognising that future conflicts will demand persistent intelligence, accelerated decision-making and precision engagement across multiple domains.
One of the principal strengths of India’s approach has been the simultaneous development of operational capability and industrial capacity. Indigenous companies—from established defence manufacturers to innovative startups—are now producing surveillance drones, tactical UAVs and specialised unmanned systems tailored to Indian operational requirements.
Government initiatives such as Make in India, iDEX and the Production-Linked Incentive (PLI) Scheme have accelerated innovation by encouraging closer collaboration among the armed forces, industry and research institutions.
Collectively, these initiatives have helped reduce dependence on imported drone platforms while creating an increasingly competitive domestic manufacturing ecosystem capable of supporting both military and civilian applications.
From Platforms to Combat Architecture
Another significant development has been India’s growing emphasis on network-centric and AI-enabled warfare. Rather than treating drones as isolated platforms, the armed forces are increasingly seeking to integrate them with intelligence, surveillance and reconnaissance (ISR) networks, electronic warfare systems and precision-strike capabilities.
Swarm-drone demonstrations, enhanced battlefield surveillance and the growing adoption of autonomous technologies all point towards a gradual transition to multi-domain operations, in which unmanned systems function as integral components of a wider combat architecture rather than as standalone assets.
This evolution is perhaps India’s most important achievement in the field of unmanned warfare.
Measuring India’s Global Position
India’s progress in unmanned warfare should, however, be assessed within the broader context of global competition.
While the country has made remarkable advances in indigenous production and operational deployment, the world’s leading drone powers continue to enjoy significant advantages in advanced propulsion systems, autonomous mission software, high-end sensors, semiconductor manufacturing and extensive combat experience.
Consequently, India’s progress can no longer be measured merely by the number of UAVs it fields. The more meaningful measure is its growing ability to integrate unmanned systems into military doctrine, network-centric operations and indigenous defence production.
The future of unmanned warfare will be determined by technological depth, not merely by platform numbers
India today can therefore be regarded as an emerging drone power with a rapidly expanding industrial base and steadily improving operational capability. To compete with the world’s most advanced unmanned warfare ecosystems, however, it must continue investing in technological depth, doctrinal innovation and indigenous subsystem development.
Challenges on the Road to Global Leadership
Despite the impressive progress achieved in recent years, India’s journey towards becoming a leading drone power remains a work in progress.
While indigenous drone production has expanded rapidly, several technological and operational challenges continue to constrain the country’s ability to compete with the world’s most advanced UAV ecosystems.
Addressing these challenges will require sustained investment not only in manufacturing capacity but also in research, doctrine and next-generation technologies.
Closing the Technology Gap
One of the foremost priorities is strengthening indigenous capabilities in critical subsystems.
Dependence on imported propulsion systems, electro-optical payloads, semiconductor components and advanced sensors continues to represent a strategic vulnerability.
Although India has made considerable progress in assembling sophisticated UAV platforms, long-term military preparedness demands that these critical technologies also be designed, manufactured and continuously upgraded within the country.

This demands regular joint-service exercises, continuous experimentation and sustained doctrinal refinement to ensure that technological innovation translates into operational effectiveness.
Strengthening the Innovation Ecosystem
India must also continue nurturing its rapidly expanding defence innovation ecosystem.
Startups, private industry, academic institutions, defence laboratories and the armed forces should work in far closer collaboration to accelerate research in autonomous navigation, secure communication systems, swarm intelligence, counter-drone technologies and AI-enabled mission planning.
Continued policy support through initiatives such as iDEX, Make in India and targeted investments in advanced research infrastructure will further strengthen this ecosystem.
