During the meeting, the Committee considered the issues of legislative regulation of the system of military-technical cooperation between the Russian Federation and foreign states and discussed the issues related to state support for military-technical cooperation and the country’s defense-industrial complex.

“Today, Russia’s system of military-technical cooperation is being tested for strength, the formats of cooperation with partners in financial, logistics and other areas are changing. Under these conditions, the State provides tremendous support to both Rosoboronexport and the entire defense industrial complex at all levels,” Alexander Mikheev said. “In the shortest possible time, thanks to the decisions taken by the President of the Russian Federation, amendments were made to the regulatory framework in the field of military-technical cooperation, which reduced the level of bureaucracy and optimized the processes of working with foreign customers. As a result of prompt action, high results have been achieved in stabilizing the military-technical cooperation system.”

In 2022, there have been significant changes in the legal regulation of military-technical cooperation, in the elaboration of which Rosoboronexport participated. Procedures related to the delivery of military products have been optimized, resulting in a shorter time for processing requests from foreign customers. In addition, new legal institutions in the field of military-technical cooperation have been introduced to improve the comprehensive servicing of delivered products.

The Army Forum is a traditional platform for meetings of specialists in military law engaged in research activities. Rosoboronexport also took part in the III International Scientific and Technical Conference “Military Law in the System of National Security” held during Army 2022 with the report “Changes in the legal regulation of military-technical cooperation between the Russian Federation and foreign states, the establishment of new legal institutions”.
