DRDO Opens Strategic Missile Production to Private Industry

In a major policy shift, India’s Defence Research and Development Organisation has invited private companies to partner in co-developing and manufacturing strategic weapon systems, including advanced missile and bomb platforms

The Defence Research and Development Organisation (DRDO) has issued an Expression of Interest (EoI) inviting private sector enterprises to qualify as strategic weapon development and production partners.

The initiative marks a fundamental restructuring of India’s sovereign defence ecosystem, opening high-tier strategic programmes – historically monopolised by Defence Public Sector Undertakings (DPSUs) like Bharat Dynamics Limited – to private industry players.

Under the framework launched by DRDO’s Department of Missiles and Strategic Systems, shortlisted companies will co-develop prototypes alongside state scientists before taking on large-scale production orders for India’s strategic forces.

DRDO Strategic Partner Framework

  1. Expression of Interest: Private firms apply and are evaluated on technical infrastructure, project management expertise and financial health.
  2. Expert Committee Audit: Site visits by a DRDO panel of experts to verify technical expertise, explosive safety standards and manufacturing capabilities.
  3. Development-cum-Production: A minimum of two private firms co-develop prototypes with DRDO and execute bulk orders once systems transition to mass production.

Qualification Criteria and Industry Scope

To ensure operational security and manufacturing excellence, DRDO has established rigorous technical, financial and regulatory benchmarks for prospective partners:

  • Regulatory Licenses: Mandatory possession of a valid defence manufacturing licence alongside a Petroleum and Explosives Safety Organisation (PESO) licence for explosive handling and storage.
  • Financial Requirements: Demonstrable financial stability, including an annual turnover exceeding ₹100 crore, a net worth greater than 5% of the expected work value (or above ₹34 crore) and a track record of profitability.
  • Production Capability: Proven industrial capacity and infrastructure to handle bulk manufacturing orders exceeding 50 to 100 units per weapon system.
  • Technical On-Site Audits: Rigorous evaluation by a DRDO expert committee inspecting cleanrooms, testing beds and assembly infrastructure.

Programme Framework Highlights

Under the Development-cum-Production Partner (DcPP) model, DRDO will select a minimum of two private companies per strategic project to establish robust dual-vendor supply chains. The primary development focus encompasses heavy ballistic missile platforms – such as the Agni series – alongside advanced guided bombs, nuclear-capable variants and submarine-launched systems. Key private sector heavyweights, including Tata Advanced Systems Limited (TASL) and Solar Defence and Aerospace (a subsidiary of Solar Industries India), are positioned as primary candidates for qualification.

The opening of strategic systems manufacturing aligns directly with India’s broader Aatmanirbhar Bharat defence agenda. By establishing dual-vendor pipelines across private sector facilities, the Ministry of Defence aims to insulate the nation’s strategic deterrence inventory against supply bottlenecks while fostering a self-sustaining domestic defence-industrial base.
