On March 11, 2022, the UN Security Council discussed Russian claims of US biological activities in Ukraine. Very significantly, Izumi Nakamitsu, UN Under-Secretary-General and High Representative for Disarmament Affairs, told the Council that the UN has neither the mandate nor the capacity to investigate such allegations.
Nakamitsu said the UN is not aware of any biological weapons programme in Ukraine, and that both Russia and Ukraine are parties to the 1972 Biological and Toxin Weapons Convention, which effectively prohibits the development, production, acquisition, transfer, stockpiling and use of biological and toxin weapons.
Referring to the documents circulated, Russia’s representative Vassily A Nebenzia said evidence of dangerous biological weapons projects in Ukraine supported by the US were recently discovered and the US delegate was not able to explain documented proof of a 2005 US-Ukraine agreement that laid out support for joint biological research on Ukrainian territory.
Citing proof of direct US $32 million funding to Ukraine, Nebenzia said the new documents refute US assertions that it does not operate any biological laboratories in Ukraine, adding: “We are talking about more and more proof that, at the heart of central Europe, a dangerous biological operation was being carried out…. new evidence is “only the tip of the iceberg.”
America’s representative Linda Thomas-Greenfield called the accusations “tirade of bizarre conspiracy theories” and that Ukraine does not have a biological weapons programme but only hosts public health facilities that are “proudly” supported by the US, WHO and other governments and international institutions. The British representative Barbara Woodward called it “rehash of amateurish information”.
China’s Zhang Jun said that any information on biological military activities should trigger “high concern” by the international community. Urging the relevant parties to take a responsible approach, and that in light of the new evidence by Russia, timely, comprehensive clarifications must be given.
India’s Ravindra Raguttahalli stressed that India attaches high importance to such issues and any matter relating to obligations under the Convention should be addressed as per its provisions and through consultations and cooperation between the parties concerned.
The stress was more on ceasing hostilities in Ukraine than with Russia being blamed, ignoring the fact that this is a war forced upon Russia and with the Ukrainian President dancing to the tune of the POTUS Joe Biden.
The WHO told Reuters on March 11 that it has collaborated with Ukrainian labs for several years and as “part of this work, WHO has strongly recommended to the Ministry of Health in Ukraine and other responsible bodies to destroy high-threat pathogens to prevent any potential spills.” But WHO would not say when it made the recommendation and did not provide specifics about what kinds of pathogens or toxins are housed in Ukraine’s labs. WHO did not answer questions about whether its recommendations were followed.
As mentioned above, Izumi Nakamitsu said that the UN has neither the mandate nor the capacity to investigate such allegations. But since Russia had mentioned the US-Ukraine Agreement of 2005 on biological research, she should have had a look at the agreement and grasped its gravity rather than perfunctorily dismissing the issue.
The US has a Department of Health and Human Services, which is a cabinet-level executive branch department of the US federal government. But in 2005, the US Department of Defense (DoD) signed an agreement with Ukraine’s Ministry of Health for biological research, with the US (DoD) pledging support of $15 million for biological research in Ukraine. Financial support by US DoD is already $32 million according to Russia.
The above agreement is very cleverly worded to portray it is for prevention of proliferation of pathogens but actually is for development and storing of weaponized pathogens in Ukraine under supervision of the US DoD. Why else would the US DoD spend such money? Besides, following in the written agreement is more than proof that the agreement is to develop Pentagon’s bio-weapons in Ukraine:
- Ukraine to ensure appropriate security is provided to the US DoD representatives, contractors and equipment at those facilities associated with activities of this Agreement.
- Ukraine to consolidate and store all dangerous pathogens at secure centralized laboratories that have received, or are receiving US assistance.
- The US may provide molecular diagnostics capabilities, improved electronic communication and equipment for the safe and timely transport of field pathogen samples to the centralized laboratories.
Being a Japanese national and with Japan suffering periodic virus attacks, Izumi Nakamitsu should have been more concerned about bio weapons rather than towing the US line – what a shame! This is notwithstanding the fact that Tedros Adhanom Ghebreyesus, WHO director, is hand in glove with both China and America in obfuscating bio-weapon development. It is also established beyond doubt that Anthony Fauci, director of US’ National Institute of Allergy and Infectious Diseases (NIAID) and the Chief Medical Advisor to the US President was involved in the development of viruses in China.
Can’t Izumi Nakamitsu see why the agreement with Ukraine was signed by the US (DoD), and not by America’s Department of Health and Human Services? Why the clause on ‘consolidation and storing of all dangerous pathogens at secure centralized laboratories in Ukraine’? Why were the DoD representatives to be in Ukraine?
Discovery of Ukraine developing dangerous pathogens for the Pentagon, followed by the 2005 Agreement between the US (DoD) and Ukraine’s Ministry of Health has shocked many around the world. But this is just the tip of the iceberg, as mentioned by the Russian representative at the UNSC meeting – whether on premonition or otherwise. It now emerges that the US is funding similar biological research in no less than 25 countries.
Going by the agreement with Ukraine, it goes without saying that the agreements with the balance 24 countries would also have been signed by the US (DoD), not by their Department of Health and Human Services.
Also, going by the level of $32 million financial support to Ukraine for developing and centrally storing dangerous pathogens, the overall support by the US (DoD) in 25 countries would be anything to the tune of $5.8 to 6 billion up to now.
Apparently, the US has decided that since it cannot dare to take on a nuclear-armed adversary, biological attack is the answer. Besides, it also enables punishing nations that don’t toe Washington’s line, as also keeping the economy of nations down who are becoming too big to America’s liking.
However, a biological attack will never tell you who attacked and how many died – courtesy the US and China? There is no doubt that organizations like the UN and ICJ can be bought over and are reduced to a ‘football’ – to be kicked around. That is why China has WHO and UNHCR under its thumb. Now you would understand why Satan keeps smiling.
