Gaza Peace Plan

The ceasefire between Israel and Hamas, brokered by the US, came into force at 1200 hrs on October 10. After the ceasefire the Israeli military announced that Hamas has handed over all living hostages (20) held in Gaza by Hamas, in exchange for 1,700 Palestinian prisoners and detainees, as part of the first phase of Donald Trump's peace plan for Gaza. Once phase one is complete, negotiations are expected to follow over the details of the latter phases

The announcement of Gaza Peace plan is like a gentle shower on Gaza region which was under devastating inferno for the last two years ago, when Hamas terrorists had launched Operation Al Aqsa Flood on innocent residents of an Israeli kibbutz, who were celebrating the festival of Yom Kippur near the western border of Israel.

As per the reports Hamas released 20 live Israeli hostages and Israel released 1,700 Palestinians on October 13. These hostages were taken by both the sides after the Hamsa’s attack on Israel in 2023. Most observers view this development as a positive outcome after the signing of the Gaza Peace Plan between Israel and Hamas and brokered by POTUS Donald Trump.

The D-Day for Operation Al Aqsa Flood was October 7, 2023, as at first light, 3,000 rockets were launched by Qassam Brigade of Hamas, towards various bordering towns of western Israel from various hideouts on Gaza strip breaching the protection of Iron Dome Air defence umbrella.

Entire Israel was in a holiday mood as October 6 was Yom Kippur day and October 7 was Sabbath day. At the same time about 1,500 Hamas terrorists, in groups of 40-50, breached the fortified border fencing on Gaza strip at multiple points adopting assorted modes.

In North Palestine, Hamas teams entered through tunnels, physically demolishing fencing by bulldozers/JCBs using bikes/SUVs to go deep and take hostages, and down south at an isolated spot near Kibbutz of Re’lm they used Motorised Para hang gliders or speed boats assaulting a desert festival musical event killing 220 plus participants of various origins.

Israel has confirmed at least 1,200 killed and about 251 hostages were taken by Hamas in Gaza. After an initial paralysed shock, Emergency war council meeting was held on late evening of October 7 and PM Benjamin Netanyahu ordered mobilisation and retaliatory action by the Israeli Defence forces (IDF).

War planes bombarded the Hamas’s vital targets including its assumed headquarters, camps, anti-air batteries, rocket launch pads and tunnel network connecting Sinai and Gaza strip in southwest corner of Israel, hugging the Mediterranean Sea.

Palestine President Mahmoud Abbas has confirmed 2,000 casualties, 4,000 wounded and mass destruction of buildings including residential complexes. Israeli Defence Forces were mobilised and inducted 5 Infantry Divisions and an armoured brigade in Gaza.

Meanwhile, Israeli Air force (IAF) fighter jets and artillery carried out selected destruction of Hamas strongholds built over the last two years. The retaliation of IDF has turned Gaza town and villages in near ruins and triggered mass migration to Southern Gaza.

Till date, almost 69,000 Palestinians have been killed, mostly women and Children.1.5 lakhs have been wounded/crippled. Thousands have migrated to Town of Khan Yunus in southern Gaza and lodged in camps near the Egyptian border.

Israel has also suffered losses. It has lost about 950 soldiers and 1,050 Israeli citizens and about 14,000 were severely wounded in Hamas rocket attacks and IED blasts.

There have been temporary pauses in hostility but belligerence continues. IDF has occupied 75% of Gaza Strip and destroyed Hamas’s infrastructure. Israel has vowed to eliminate Hamas for ever.

On September 28, 2025, President Trump along with Israeli PM Benjamin Netanyahu in Quantico, Virginia unveiled a Peace Proposal under which Israel had agreed to end the conflict in Gaza. He warned Hamas to accept the proposal for peace and safety of poor Palestinians suffering in Gaza since Oct 2023 or face wrath of the Israeli Defence Forces again.

Trump also urged all Arabian countries to support his peace plan and advised Hamas to agree to the set terms and conditions. He had given warning period of a week to sign the Draft Peace Plan by Hamas’ top hierarchy.

Gaza Peace Plan is now termed as “Sharm Document “. The proposal has been drafted, finalised and signed on behalf of three parties by Ron Dermer (Israel), Khalil Al Hayya (Hamas) and countersigned by US Team (Steve Witkoff and Jared Kushner). The major proposals in the Gaza Plan are:

  1. Gaza to be de-radicalised and declared as a Terror Free Zone
  2. All enclaves of Gaza Strip to be redeveloped for benefit of Gazans,
  3. If Hamas agrees, war ends immediately, IDF withdraws, all military operations suspended.
  4. Within 72 hours of Israel accepting deal, all Israeli hostages, alive or dead, to be returned.
  5. Hamas members who give up arms, will be given Amnesty. Those who wish to leave will be given safe passage.
  6. Gaza to be governed under the temporary transitional governance of an apolitical Palestinian committee.
  7. Economic Development Plan to rebuild Gaza to be created earliest.
  8. No one will be forced to leave Gaza. Gazans are free to return
  9. Hamas will have no role in governance of Gaza, directly or indirectly.
  10. All military terror infrastructure, tunnels will be destroyed and not allowed to be rebuilt.
  11. US and Arab countries will work with International neutral bodies to develop and deploy International Stabilisation Force (ISF) in Gaza.
  12. ISF will train and provide support to Palestinian Police force in Gaza.
  13. Israel will not occupy or annex Gaza.
  14. Israel Defence Forces will hand over Gaza territory to the ISF.
  15. Hamas will deposit all arms and ammunitions.
  16. International humanitarian relief material will be permitted to enter Gaza.
  17. Medical camps by Red Crescent/Red Cross will be established.
  18. The interim governing council will be advised by former British PM Tony Blair.
  19. Principle of Mutual faith and Good will be followed.
  20. No violations of Ceasefire would be acceptable.

Gaza Peace Plan document, a brain child of President Trump, was made possible by marathon diplomatic visits, close door meetings, negotiations, compromises among USA, Egypt, Qatar, Türkiye and UAE.

The Israeli PM was initially reluctant but was brought on board by POTUS. Hamas had no choice. Israeli forces have already gone back to yellow line and reverse migration from south to north Gaza has already begun.

PM Narendra Modi has welcomed US President Donald Trump’s initiative to end Gaza conflict between Israel and Hamas and said that it would ensure tranquillity in West Asia. PM Modi tweeted on X on October 1, 2025, in Arabic, Hebrew and English that we hope that all concerned will come together to support President Trump’s plan to end the age-old conflict and secure peace in the holy land. Israel has thanked India for suggestion of the “Dialogue and diplomacy solution.”
